Will Greece and Türkiye hold a new round of official Cyprus talks by December 31, 2025?

Context:
The island of Cyprus has long served as a source of tension in the relationship between Greece and Türkiye. In 1974, following years of communal conflicts between Greek and Turkish Cypriots, Turkish forces invaded and seized roughly 36% of the island. This territory has subsequently been administered as the Turkish Republic of North Cyprus, an unrecognized de facto state backed by Ankara. 

Since the invasion, Cyprus has existed in a state of uneasy peace, divided between Turkish and Greek Cypriot communities. The two sides are deeply linked to Türkiye and Greece, respectively, with both Ankara and Athens seeking to influence affairs on the island. As a result, the so-called “Cyprus problem” has often been viewed through the lens of broader tensions between Greece and Türkiye.

Despite sporadic efforts at reconciliation, a resolution remains elusive. The most recent official dialogue, which was facilitated by the United Nations and included Greek and Turkish Cypriots in addition to Greece and Türkiye, collapsed in 2017. However, recent developments suggest progress may be possible. In March 2025, the leaders of both communities engaged in informal talks, mediated by UN Secretary-General Antonio Guterres. While representatives from Greece and Türkiye were present, both Athens and Ankara have expressed reservations about their participation in further, official negotiations about the island’s future.
