Will the United States pass a law regulating the use of artificial intelligence (AI) by December 31, 2025?

Context: 

With artificial intelligence (AI) growing increasingly complex and widespread, the United States has attempted to introduce regulations on its use. These efforts have escalated as awareness has grown of AI’s ability to spread disinformation, create deepfakes, and facilitate scams. There are also concerns that the technology could be used for surveillance and weapons development and could increase instances of discrimination and bias. 

The United States has not yet passed AI regulation at the federal level. In 2022, however, the Biden administration released the “White House Blueprint for an AI Bill of Rights,” which provides direction on the use of AI. The blueprint also provides guidance to state agencies on evaluating the risks and effects of AI. Still, most regulation occurs at the state level, where legislatures are attempting to pass regulation to prevent malicious and deceptive uses of the technology. 

However, there is significant pushback on AI regulation. Tech leaders have opposed regulation, arguing that it would stifle innovation. Additionally, the Trump administration has taken steps to deregulate AI, not regulate it. In February 2025, President Trump signed an executive order called the AI Action Plan, which seeks to encourage U.S. leadership and innovation in the field, partly by reducing regulation. Moreover, the President’s FY 2026 budget, if passed by Congress, would bar states from passing new AI regulation and enforcing existing regulation for a ten-year period.

This question will resolve positively if a major news outlet reports that a federal law regulating the use of AI has been passed by Congress and signed by the president by December 31, 2025.
