Context

State legislators across the U.S. have been paying closer attention to the development and rollout of AI in the last five years, even more so in recent months with OpenAI’s launch of ChatGPT, a product that took the tech world by storm. In 2022, 60 AI-related bills were proposed by legislatures across the 50 states and 65 bills were proposed in 2021, compared to a single bill in 2015. Although the number of AI-related bills proposed in 2022 decreased from 2021, there was a sharp increase in bills passed into law from 16 to 21 bills.


Maryland, California, Massachusetts and Washington stand out among the U.S. states that are making significant progress on AI regulation with 5-7 AI-related bills passed into law between 2016 and 2022. Coming from both Democratic and Republican lawmakers, AI regulation in the U.S. seeks to establish stronger protections for consumers and mitigating the effects of algorithmic bias on workers.

Following the Senate hearing with OpenAI CEO, Sam Altam, where he called on Congress to regulate AI, there is increased pressure on U.S. lawmakers to take regulatory action to protect citizens. However, there are those who argue that the government should not rush to regulate a technology that is still in its infancy as too much regulation will stifle innovation.

This question will resolve positively if Stanford University’s 2024 AI Index report indicates that 25 or more state-level AI-related bills were passed into law in the U.S. in 2023.
